Max Jacobson
Chief Executive Officer
Max Jacobson serves as Chief Executive Officer of Covenant Aviation Security and Covenant Services Worldwide. Reporting to the Board of Directors, Mr. Jacobson is responsible for leading the organization’s long-term growth strategy, operational & financial performance, and corporate support functions across the company’s nationwide operations.
Max has extensive experience in strategic planning, financial management, operations support, customer relations, and government contracting within the aviation security industry. Since joining Covenant, he has held progressive leadership roles supporting the company’s growth as a leading provider of aviation security services nationwide. His leadership has focused on organizational development, operational excellence, customer partnership, and investment in people, processes, and technology to support long-term growth and service quality.
Prior to joining Covenant, Max worked in public accounting as a CPA for Deloitte, providing tax, audit, and advisory services. He holds both Bachelor’s and Master’s degrees in Accountancy from the University of Illinois Urbana-Champaign and earned his MBA from University of Michigan.

President
Mr. Bolles serves as President and is responsible for the overall operational performance of the company. Mr. Bolles possesses more than 20 years of experience in program management, systems engineering/integration and federal contract management.
Prior to joining CAS, Mr. Bolles worked in a number of high profile roles as a consultant to numerous prime contractors decommissioning the U.S. nuclear weapons complex and in numerous project management positions with the Naval Sea Systems Command.
Mr. Bolles possesses a bachelor’s degree, magna cum laude and Phi Beta Kappa, from Beloit College and masters’ degrees in Engineering Administration (Virginia Tech), Public Policy (University of Wisconsin) and Strategic Studies (Naval War College).

Chief Financial Officer
Mr. O’Connell serves as Chief Financial Officer of Covenant Aviation Security and Covenant Services Worldwide. Reporting to the Chief Executive Officer, Mr. O’Connell oversees the financial strategy of the Covenant companies, including accounting, financial planning and analysis, budgeting, treasury, banking relationships, and risk management in support of the company’s nationwide aviation security operations.
Mr. O’Connell brings more than 35 years of executive financial leadership experience across both privately held and publicly traded organizations. His background includes corporate finance, strategic planning, operational improvement, and executive management, with experience serving in Chief Financial Officer and Chief Operating Officer roles.
Prior to joining Covenant, Mr. O’Connell held senior leadership positions across multiple industries, leading initiatives focused on financial performance, operational efficiency, and long-term organizational growth. Mr. O’Connell holds a BBA in Accounting from the University of Notre Dame and an MBA in Finance, Management, and Organizational Behavior from the Kellogg School of Management at Northwestern University.

Vice President of Human Resources
Mr. Brown serves as Vice President of Human Resources for Covenant Services Worldwide where he is responsible for directing all areas of human resources, including employment and recruitment, benefit administration, employee relations, training, labor relations and compensation administration.
Prior to his role with Covenant, Mr. Brown served as the Vice President of Human Resources for Horseshoe Gaming in Joliet, Illinois.
Mr. Brown holds a bachelor’s degree from Purdue University and carries the distinction of Senior Professional in Human Resources (SPHR).

Executive Vice President
Ms. Mueller serves as the Executive Vice President of Covenant where she oversees day-to-day financial operations and systems, including financial statements, payroll, accounts payable and receivable, contract costing, and annual budget development.
Prior to joining Covenant, Ms. Mueller served as the Financial Controller for Frontline Group, a global provider of financial services. She is a Certified Public Accountant and has served as a member in the American Institute of CPAs (AICPA) and Illinois CPA Society.
Ms. Mueller holds a Bachelor’s degree in Accounting and an MBA in Finance from DePaul University in Chicago where she attended the Commerce International Program in England and Scotland.

Vice President of Quality Assurance & Training
Zach Hollenbach serves as Vice President of Quality Assurance & Training for Covenant Aviation Security, where he leads enterprise-wide quality assurance, training, regulatory compliance, and operational performance initiatives across the organization’s aviation security portfolio.
With nearly 20 years of experience in aviation security, Zach brings deep expertise from both government and private-sector security operations. His career includes leadership roles with the Transportation Security Administration (TSA) and Covenant Aviation Security, giving him a comprehensive understanding of aviation security operations, regulatory requirements, and performance-driven security programs.
Since joining Covenant Aviation Security in 2014, Zach has played a critical role in advancing the company’s quality assurance and training programs. He is responsible for ensuring all contract operations comply with contractual requirements and Covenant’s DHS SAFETY Act program elements. His leadership includes oversight of quality assurance processes, training curriculum development, policy implementation, and continuous improvement initiatives designed to strengthen operational performance and service delivery.
Zach also leads the development and implementation of innovative service technologies, including hardware, software, and operational tools that enhance security effectiveness and screening operations. His expertise in root cause analysis, contract transitions, regulatory compliance, and training development has helped drive operational consistency and high-performance standards across Covenant’s national footprint.
Zach holds a Master of Business Administration from San Francisco State University and a Bachelor of Science in Criminal Justice from Sacramento State University. He also holds the Airport Certified Employee (ACE) - Security credential through the American Association of Airport Executives.

Vice President of Operations
Robert “Bob” Wheeler serves as Vice President of Operations for Covenant Aviation Security, where he provides executive oversight of commercial aviation security operations, regulatory compliance, and strategic client relationships across the organization’s portfolio of CAT X and CAT I airport contracts.
With more than two decades of leadership experience in aviation and critical infrastructure security, Bob is widely recognized as an industry expert in airport security operations and compliance, with specialized expertise in 49 CFR Part 1542 security programs. His background spans operational leadership at the local, regional, national, and international levels, with a consistent focus on compliance, operational excellence, safety, and customer service.
Bob is also an active leader in the aviation and security industries, serving in numerous professional organizations and advisory groups. His involvement includes leadership and committee roles with InfraGard, American Association of Airport Executives, Airports Council International - North America, and National Safe Skies Alliance. He is a frequent speaker on emerging threats in aviation and maritime security and has contributed to industry panels focused on airport operations and resilience.
Bob holds a Master of Business Administration in Project Management and a Bachelor of Science in Criminal Justice Administration, graduating cum laude, from Columbia Southern University.
